A direction without a business case is a preference. The deliverable here is the case and the sequence, not a plan alone.
The evidence
The options are modelled against the same economics that produced the diagnosis, so the expected value of each change is stated rather than asserted.
The end state
A decision your leadership can defend internally, and to a lender or an investor, with the assumptions written down and testable.
